From July 1st, 2025, Australia’s aged care system will undergo one of its most significant reforms in recent years. If you or a loved one receives support through the Commonwealth Home Support Programme (CHSP) or a Home Care Package (HCP), here’s what you need to know.

What’s Changing?
As of the 1st July 2025, The Home Care Package Program and the Short-term Restorative Care Programme will be replaced by a single support system called the Support at Home Program.
The CHSP will transition to Support at Home no earlier than July 2027.
Key Features of the New Support at Home Program:
- One streamlined program instead of two separate systems
- Tailored care based on assessed individual needs-not just what a package allows
- More flexibility in how services are delivered and who delivers them
- A single point of assessment and entry for accessing care
What Does This Mean for You?
If you’re currently receiving care through CHSP or a Home Care Package:
- You won’t lose your support.
- Your existing services will transition into the new program without disruption.
- You’ll work with your provider (like Essential Care) to ensure your new arrangements reflect your evolving care needs and preferences.
NDIS Participants-What to Expect
While these reforms are focused on aged care, NDIS participants with dual eligibility (such as older people with disability also receiving aged care services) may experience some changes in coordination between systems. We’ll help ensure these changes don’t affect your existing plans or outcomes.
